1. In cooperation with international organizations, KIPO progress with education on intellectual property and industrial development.
In cooperation with World Intellectual Property Organization (WIPO), United Nations Industrial Development Organization (UNIDO) and Korea Intellectual Property Strategy Agency (KIPSA), KIPO operated an online education course on ¡®a sustainable industrial development led by intellectual property¡¯ for 5 days starting May 16, 2022.
This education course was conducted for the officials of the ministry of industry in 11 developing countries and it was prepared to promote discussion on how to use IP in establishing the future industrial development policy in the developing countries. The participating countries were Vietnam, Thailand, Indonesia, Bangladesh, Myanmar, Sri Lanka, Laos, Philippine, Malaysia, Nepal and Iran.
This education course included the converged content of intellectual property and industrial development, such as ¡â the global trends of industrial development and intellectual property, ¡â the importance of intellectual property from the view of industrial development, and ¡â the strategies of using intellectual property for industrial development, etc.
If such an education course successfully proceeds over many years, it will contribute to bridging the gap between an advanced country and a developing country, which has deepened due to COVID-19 and the transition to digital, etc. and it will be recognized as a new successful case to support an intellectual property-related developing country through the WIPO-KIPO trust fund, thereby it will contribute to strengthening the status of South Korea in the international organizations.
KIPO signed the MOU regarding WIPO-KIPO trust fund (2004) to expand its influence and improve the diplomacy in WIPO and donated about 15 billion Korea Won up to now.
KIPO has also performed education for developing countries to raise awareness of intellectual property and to strengthen capacity thereof, it held an invention contest in a developing country, and it developed online/offline education content and supplied it. These programs to support an intellectual property-related developing country have been favorably reviewed from WIPO and the member countries thereof.
2. Public organization innovation embraces people¡¯s ideas.
- KIPO held an innovative idea contest together with a public organization.
A company, ¡°G¡±, which proposed an idea for the assignment of the last year idea contest together with a public organization, which was ¡®a cart for collecting garbage in a train cabin¡¯ proposed by CORAIL Tech, sold the idea with the payment of a total transaction amount of 20,000,000 Korea Won.
KIPO announced to hold an ¡®innovative idea contest, together with a public organization¡¯ (referred to as the ¡®contest¡¯) from May 12 to July 8, 2022, which supports an idea transaction between people and a public organization.
This contest has been carried forward to use people¡¯s creative ideas in a public organization¡¯s environmental, social and governance transparent management practice, social contribution activities, new business discovery, etc.
A total of eleven public organizations including Korea Electric Power Corporation, Korea Western Power Col, Ltd., etc. participated in the contest to seek solutions for a total of twenty tasks with idea rewards up to 53,000,000 Korea Won (cumulative standards).
Notably, Korea Electric Power Corporation proposed the maximum reward of a total of 20,000,000 Korea Won including 10,000,000 Korea Won for each of the ideas on ¡®recycle of scrap utility poles¡¯ and ¡®prevention of the crash of a car using power equipment¡¯.
An application for the contest is received at KIPO¡¯s idea platform (IDEARO) and any Korean citizen that has an idea to solve a task is able to propose the idea. Details are presented in Korea Invention Promotion Association (02-3459-2809, 2728) and are confirmed at ¡®IDEARO¡¯ (www.idearo.kr).
Unlike last year¡¯s contest, this year¡¯s contest is operated by proposing the minimum reward amount as well as the maximum reward amount which is offered upon an idea transaction. In this regard, an idea proposer is to set the minimum reward amount which he/she expects to receive when his/her idea is transacted.
In addition, KIPO plans to award a certificate, together with a reward paid by each organization and a certificate, so that public organizations can adopt more ideas.
3. Small and medium companies lead an unmanned terminal (kiosk) which has been spread day by day.
-The number of the unmanned terminal (kiosk)-related patent applications increased by an annual average of 16% over the last 10 years (2012~2021).
Big companies have been rushing to the unmanned terminal (kiosk) market of 40 trillion Korea Won. Samsung Electronics showed off the Samsung kiosk last year and LG Electronics released an unmanned terminal with a 27¡± large screen in April, last year. MarketsandMarkets which is a market research agency estimated the size of the worldwide unmanned terminal (kiosk) market at 20~40 trillion Korea Won as of 2021.
The presence of a long line in front of an unmanned terminal and ordering by hesitatingly pressing a contact screen (touch screen) of an unmanned terminal is not unfamiliar. As the supply of unmanned terminals have been remarkably spread due to COVID-19, big companies have speeded up the market entry and the relevant patent applications have been actively filed.
As the introduction of unmanned technology has increased due to the impact of COVID-19, the technology development of an unmanned terminal has been promoted. Also, the competition to secure a patent of an unmanned terminal with a contactless function due to the spread of COVID-19 has become fierce.
According to KIPO, the number of the unmanned terminal-related patent applications steadily increased by an annual average of 16% over the last 10 years (2012~2021) and, notably, it rapidly increased as of 2018.
Upon reviewing the application trends by the latest technology introduced in an unmanned terminal (2000~2021), the most applications, 266, were for the short-range wireless communication technology to proceed with payment by sending and receiving information with a mobile device.
Next, 66 applications were for the artificial intelligence technology to recognize the face or voice of the user or for an inventory management of goods, and 56 applications were for the authentication technology to identify the user by using the biometric information such as the finger prints, iris, etc.
Upon reviewing the application percentage by an applicant (2000~2021), small and medium companies filed 54% of the relevant patent applications, followed by individuals 26%, big companies 10% and universities 4%.
Among the small and medium companies leading the filing of the relevant patent applications, small companies filed 52% of the applications and venture companies filed 34% thereof, showing that innovative companies have continued filing the relevant applications.
The order of the Korean applicants which filed many applications is as follows: Biz Model Line with 26, Hyosung TNS with 17, Samsung Electronics with 14, HANASIS with 11, and IPO Net with 11, showing that the relevant applications were filed by many companies. The market of an unmanned terminal (kiosk) is expected to get the market value of 28 billion dollars in 2022 and to reach the value of 79.5 billion dollars by 2032.
At present, the unmanned terminal market has a market share of 55% of retail stores including supermarkets, restaurants, convenience stores, etc., and as the demand therefor has increased, a more automated system can be seen in various small stores.
4. KIPO listens to a field opinion for design protection in the extended virtual world (metaverse) field.
To prepare an improvement plan for an extended virtual world (hereinafter, referred to as ¡®metaverse¡¯), on May 18, 2022 KIPO held a first meeting of a ¡®metaverse design expert council¡¯ (hereinafter, referred to as ¡®council¡¯) in the Korea Institute of Design Promotion.
This council is formed of a metaverse design practitioner, a company providing and using a metaverse platform, and legal and academic experts.
KIPO first presented the current status of digital design protection through the design protection law and the cases of metaverse design right-related issues and then the experts participating in the council collected opinions and had discussions.
The council formed a division by the field of expertise and held 3 rounds of meetings. KIPO plans to continue a cooperation in the diverse fields, such as metaverse-related education and seminar, etc.
5. Plastic waste is solved with biodegradable plastic.
-The number of the biodegradable plastic-related patent applications increased by two times within five years.
As plastic waste has been raised as a social issue due to the prolongation of COVID-19, the technology to biodegrade plastic to solve the issue has been steadily developed.
In the future, the biodegradable plastic market is also expected to rapidly grow and the relevant industry¡¯s interest is also expected to increase.
According to KIPO, the number of the biodegradable plastic-related patent applications increased by an annual average of 18% for the last 5 years (2016~2020), from 97 in 2016 to 190 in 2020, showing an increase of almost 2 times within 5 years.
Upon the application percentage by an applicant nationality, the number of the relevant applications filed by Korean applicants over the last 5 years (2016~2020) continued steadily increasing from 78 in 2016 to 158 in 2020 by more than 2 times, whereas, the number of the applications filed by foreign applicants repeated ups and downs.
Notably, since 2019 when COVID-19 started, the number of the applications filed by foreign applicants tended to decrease; whereas, the number of the applications filed by Korean applicants steadily increased showing contrast.
Upon the application percentage by an applicant (2016~2020), the percentage of the applications filed by companies was 68% to lead the filing of the applications. The percentages of the applications filed by individuals and universities were similar to each other as 14% and 12%, respectively. The percentage of the applications filed by research institutes was 5%.
Meanwhile, the percentage of the applications filed by the individuals increased from 11.7% in 2019 to 18.9% in 2020. This is considered as reflecting an individual¡¯s increased interest in the disposable plastic waste which was rapidly increased since COVID-19.
The order of the applicants filing multiple applications is LG Chem (24), Samyang Corp. (15), Korea Research Institute of Chemical Technology (14), Lotte Chemical (14), Kingfa Science and Technology (12) and BASF (9), showing that companies and research institutes started to secure patent rights.
Upon reviewing the applications based on the raw materials of biodegradable plastic which were used by the major applicants ranking 1st to 6th in the number of the applications filed for the last 4 years (2016~2019), 47 applications (60.3%) were based on ester, 16 (20.5%) based on carbonate, 5 (6.4%) based on the mixture thereof, and 10 (12.8%) based on others, showing that the ester-based applications occupied more than a half of the total applications.
Upon reviewing the percentage of the ester-based applications by an applicant nationality, 51.7% of the applications were filed by Korean applicant and 88.9% by foreign applicants, indicating that the technology development of the foreign companies was more focused on the ester.
Upon reviewing the percentage of the ester-based applications by a Korean applicant, it gradually increased from 31.3% in 2016 to 53.8% in 2017, 40.0% in 2018 and 71.4% in 2019, showing that the technology development by Korean companies tends to be focused on the ester, like foreign companies.
