1. KIPO held a 2024 IP portal (ƯÇã·Î: http://patent.go.kr) R&D conference (December 23~24, 2024).
- The conference was to share cases analyzing high-tech strategic technology patent bigdata and cases of global technology standard trends and issues.
KIPO held a 2024 IP portal (http://patent.go.kr) R&D conference.
This conference was prepared to share the achievements using patent bigdata analysis at research sites in industry, academia and research institutes and to promote the spread of ¡®IP portal R&D¡¯ strategies. In this conference, about 500 people attended including Wan-ki KIM, the commissioner of KIPO, Kwang-hyung LEE, co-chairman of Presidential Council on Intellectual Property, Jae-woo LEE, president of Korea Intellectual Property Strategy Agency, and the people in the industry, academia and research worlds who were interested in the establishment of ¡®¡®IP portal R&D¡±.
On December 23, Hwi Jae CHO, vice president of LG Electronics (IP center director) presented a keynote lecture on the topic, ¡®patent bigdata-based companies¡¯ patent management strategies.¡¯ After that, a session of ¡®national strategic technology viewed through patent bigdata¡¯ introduced the strategies to promote future promising technology R&D through a patent bigdata analysis in the 12 national strategic technology areas including AI, quantum, high-tech bio, secondary battery, etc. The 12 national strategic technologies are semiconductor and display, secondary battery, aerospace and marine, quantum, advanced mobility, next generation nuclear power, advanced bio, hydrogen, AI, next generation communication, cyber security and hi-tech robot and manufacturing.
Sessions of ¡®opening the way of IP portal R&D¡¯ and ¡®standard patents as the center of dynamic future technology¡¯, which were held on December 24, introduced cases of successfully conducting R&D and producing results by actually applying the patent bigdata strategies, such as ¡ã the best cases using IP portal R&D, ¡ã patent responsive strategies to international collaborative research, ¡ãcases of creating and using ICT standard patents, etc.
On December 12, KIPO prepared the ¡®IP-based national R&D innovation support strategies¡¯ in collaboration with related ministries (decision of the 37th Presidential Council on Intellectual Property). Through these strategies, patent bigdata are to be actively used for the national R&D projects, thereby rapidly finding future promising technology, conducting efficient research, and supporting the securing of core patents, to support the innovation throughout the entire cycle, from a national R&D planning stage to a result creating stage.
2. A meeting of the commissioners of KIPO, CNIPA and JPO was held (December 4).
- The three agreed to conduct a comparative study of AI-field patent examination standards and examination cases. - KIPO and CNIPA concluded the ¡®data exchange MOU¡¯ and KIPO and JPO discussed examination cooperation in the advanced fields.
The commissioner of KIPO attended the 24th meeting of the commissioners of KIPO, CNIPA and JPO, which was held in MGM West Bund Hotel in Shanghai, China. In this meeting, the three commissioners approved the implementation plan of ¡¯10-year vision of IP cooperation¡¯ which was adopted at a summit of these three countries last May and agreed to closely cooperate to realize it. In the meeting of the commissioners of KIPO and CNIPA, they concluded a ¡®data exchange MOU¡¯ expanding the scope of patent data exchange.
The three, South Korea, China and Japan, are strong countries in IP as the members of IP5. The number of patent applications of these three countries accounted for about 60% of the number of the entire world applications (2022). The meeting of these three commissioners has been held every year since 2001, and various cooperation projects have been promoted through working-level meetings in each field of trademark and design examinations and trials, etc. In addition, a user symposium has been held as an additional event of the meeting of the commissioners of KIPO, CNIPA and JPO since 2013, for close communications with IP service users, such as companies, etc.
In the 24th meeting held in this year, the commissioners of the three approved a specific detailed cooperation plan to implement the ¡¯10-year vision of IP cooperation¡¯ which the leaders of these three countries adopted as supplementary documents last May, and they decided to closely cooperate to realize the plan.
In the AI field, the three commissioners agreed to compare and analyze the examination standards of each of the countries and the examination results of patent applications filed in the three countries, and to prepare a comparison and analysis report to be provided to the private sectors. WIPO surveyed inventors¡¯ places of residence regarding family patents in the generative AI field, which were registered in 2023. As a result, the number of registered patents with inventors residing in South Korea, China and Japan was about 82% of the total number of the relevant patents. This is considered as indicating that the three countries lead IP-based innovation activities in the AI field. Through the AI-field examination cooperation which is to start at this time, an applicant can make an application according to each country¡¯s criteria, to receive registration more smoothly. Further, KIPO, CNIPA and JPO are expected to attempt to harmonize the examination systems through an analysis of differences in examination standards.
Taking an opportunity of holding the meeting of the commissioners of KIPO, CNIPA and JPO, the 12th user symposium of South Korea-China-Japan was held on the topic of ¡®establishment of an improved business environment through public service¡¯ in MGM West Bund Hotel in Shanghai, China on December 5. In the symposium, through opening remarks, the commissioner of KIPO emphasized the importance of patent information and the significance of South Korea-China-Japan cooperation and introduced Korean patent information activation policy. After that, the working-level officials of KIPO, CNIPA and JPO explained their respective policy plans to promote an effective use of IP information. In this symposium, over 100 public and private experts attended and showed great interest in the presentation of KIPO, CNIPA and JPO.
3. Check patent trial data at once in IP portal (http://patent.go.kr).
- A ¡®2nd digital patent trial system¡¯ applying the advanced technology, such as AI, etc. is open (December 20). - Trial services, such as integrated inquiry by case, expanded mobile notifications, hearing support, etc., have improved overall.
According to KIPO, the 2nd digital patent trial system has been open since December 20, 2024, which has been remarkably improved to suit the latest digital environments and user expectations.
As this system has been open, trial parties are expected to get rapid and accurate trial services since they can check and manage a patent trial case at once at ƯÇã·Î(www.patent.go.kr).
The digital patent trial system is a project to last for 3 years (2023~2025) and in this year a budget of 2.5 billion Korea Won was invested in the second year.
Through this improvement of the system, anyone is able to integrate and search all trail cases¡¯ documents and evidence at once at ƯÇã·Î(www.patent.go.kr). Therefore, the previous inconveniences of checking each of documents and materials by trial case are expected to be resolved.
In addition, a mobile notification service has been expanded to apply, so that a notice to be sent by mail is also sent online. Therefore, an individual without any agent is prevented from missing documents related to a case.
For a rapid and accurate high quality patent trial, a judge¡¯s hearing support function and evidence management system have been also strengthened. Accordingly, the accessibility to materials and the efficiency of decision which are necessary in hearing process of a trial are increased.
In addition, since it is possible to automatically mask personal information when issuing a certificate, a user can easily get an issued certificate which safely protects personal information.
The automation of trial formality work applying AI and optical character recognition (OCR) has been expanded. 80 types of major trial documents and 18 types of reasons for rejection have been added to be automatically checked in trial documents. Necessary information is also automatically extracted and checked from trial documents and attached images, thereby shortening the time for a trial formality work process.
The director of Industrial Property Information Bureau of KIPO said, ¡°the opening of this 2nd digital patent trial system is expected to improve the inconvenience of a trail client and to increase the efficiency of internal work process¡¦.KIPO has a plan to realize a user-centered patent administration by continuing to apply the latest technology including AI, etc.¡±
4. KIPO established and published a ¡®1st (2025~2029) industrial property information management and utilization basic plan¡¯.
- Industrial property information is actively used as a rudder for economic security and research and development.
¨ç Expansion of strategic use, such as stabilization of technology protection and supply chain and the efficiency of domestic and overseas R&D, ¨è Creation of a sustainable ecosystem by strengthening step-by-step support, system and infrastructure for a service company, ¨é Gathering analytical capabilities, such as establishment of a platform for government-wide utilization of industrial property information.
In the 51st meeting of ministers related to state affairs presided over by the Prime Minister, KIPO in collaboration with related ministries published the ¡®1st industrial property information management and utilization basic plan¡¯ (hereinafter, referred to as the ¡®basic plan¡¯) to strategically use the industrial property information in general government affairs, such as security, R&D, industry, etc.
Since Industrial property information is bigdata accumulated over a long period of time and it is standardized according to international standards, it is easily used and it contains the flow of technological and industrial changes around the world. The importance of using industrial property information in overall national affairs is increasing day by day according to intensifying competition for global technological hegemony and reshaping of supply chain. <¨ç The areas of strategically using the industrial property information, such as economic security and R&D, is expanded.>
The areas of strategically using the industrial property information, such as economic security and R&D, etc. is expanded. In the economic security area, to protect the technology related to national security or national significant profit, the relevant patent information is shared and the cooperation of the relevant organizations is strengthened. Regarding items in need of easing dependence on foreign countries, such as economic security items, etc., the government¡¯s supply chain diversification policy establishment will be positively supported by identifying alternative suppliers, etc. through patent data analysis.
In the technology development, the linkage analysis of patent and standard information to preempt international standards and the patent bigdata analysis to set the research and development direction of the government and the private sector will focus on the national advanced strategic technology and national strategic technology fields. The use of patent bigdata will be expanded for the improvement of investment efficiency through the entire cycle of the government R&D (such as prevention of duplicate research, etc.) and for international collaborative research.
<¨è Sustainable ecosystem is created by fostering the industrial property information service industry.>
KIPO will start to create a sustainable ecosystem using information by fostering a private industrial property information service industry. To increase market self-sustainability, quality data opening will be expanded and support for R&D and investment and new market opening, etc. will be strengthened from the startup of a company to the phase for overseas expansion. <¨é Industrial property information analysis and utilization systems are prepared, such as analysis platform, etc.>
Finally, development of AI-based analysis platform (system) will be carried forward to promote the government-wide use of industrial property information and the cooperation among ministries. In addition, KIPO will be rapidly respond to a demand for policy task analysis by department and agency by gathering the analysis capabilities within KIPO and provide customized information, so that objective policy establishment based on data is expected to be more active.
5. The number of standard patent applications relating to Internet of Things (IoT) has rapidly increased.
- The number of IoT standard patent applications based on the world mobile telecommunication standard organization, 3rd Generation Partnership Project (3GPP) increased by about 5 times over 10 years. - Samsung Electronics and LG were ranked 2nd and 4th, respectively in the number of the relevant applications.
KIPO published an analysis of 3GPP-based IoT standard patent applications filed with IP5 (KIPO, USPTO, JPO, CNIPA and EPO) over 10 years (2012~2021). According to KIPO, the number of 3GPP-based IoT standard patent applications increase by about 5 times or more, from 2,401 in 2012 to 12,110 in 2021.
Of the total of 71,265 applications, the number of the relevant applications filed by Korean nationality was 13,615 (19.1%), ranking 3rd. 1st and 2nd were China (23,601, 33.1%) and US (18,482, 25.9%), respectively. Japan was 4th (6,790, 9.5%) following South Korea. The increase rate in the number of the applications filed by Korean nationality was 25%, which was highest among IP5 and therefore, the gap with Japan appears to widen further.
Upon reviewing the applicants filing most applications, Samsung Electronics (6,181 applications, 16.3%) and LG Electronics (5,219, 13.7%) were in the lead, ranking 2nd and 4th, respectively. 1st was Qualcomm (8,094, 21.3%), 3rd was Huawei (5,935, 15.6%) and 5th was Erickson (3,164, 8.3%). Samsung Electronics and LG Electronics accounted for 30% of the world IoT standard patent applications, showing the appearance of a communications powerhouse.
In terms of detailed technology, the most of the relevant applications (45,552, 63.9%) were filed in the narrow band IoT (NB-IoT) field which is a low power technology, following by the sidelink field (15,189, 21.3%) which enables direct communication between devices without relays. This is considered since research and development of IoT technology between vehicles requiring quick response were active. The number of the relevant applications in the machine type communication (MTC) field, which is a communication technology between devices that do not require human intervention, was 10,524 (14.8%).
6. KIPO held a 2024 trademark bigdata conference (December 17).
- Find a company¡¯s future strategy by using trademark bigdata. - The conference was to share the results of analyzing trade bigdata-based industrial trends.
Since a trademark application contains a company¡¯s commitment to future business, future industry changes can be predicted through trademark bigdata.
This conference was held with the topic of ¡®trademark bigdata-based future company strategies.¡¯ About 200 attendees were, at the conference, including Wan-ki KIM, the commissioner of KIPO, Gyu-wan CHOI, president of Korea Institute of Intellectual Property, Kwang-cheon CHUNG, president of InnoBiz Association, Beom-soo YE, president of Korea Intellectual Property Association, Hyo-seon CHOI, president of Korea Trademark Design Association, and people in the industry, and academia worlds who were interested in the trademark bigdata analysis.
The project of trademark bigdata analysis has been implemented since last year, to reveal various trends and growth stages of an industry and to present future strategies for the industry by analyzing the goods or services designated when filing a trademark application and the relevant trademark information. This year, 8 industrial sections including home appliances, education, café, etc. and 8 issued sections including baby products, digital creators, webtoons, etc. were analyzed.
In this conference, research results on how the functional properties of a trademark affect a consumer product choice and company strategy were also presented.
KIPO implemented an industry trend analysis by using trademark application data over the last 10 years. An industry in which both the number of applicants and the number of applications increases is considered as a growing industry, an industry in which the number of applicants decreases but the number of applications increases is an intensifying competition industry, and an industry in which both the number of applicants and the number of applications decreases is a declining industry. Like this, when analyzing bigdata at the industrial level by gathering an individual company¡¯s trademarks filed in applications, the future economic trends of the industry can be predicted.
This conference was to share the results of analyzing a company¡¯s future strategy and industry trends from a ¡®trademark¡¯ perspective regarding the 4 industries, ¡ãbaby products, ¡ãsmart home appliances, ¡ãdigital creators, and ¡ã café, which would be also broadcast live on KIPO YouTube.
