1. ¡®2025 pan-governmental technology transfer and commercialization roadshow¡¯ was held.

- 1,863 excellent technologies from 117 research institutes were shown¡¦technology transfer agreement was also in progress.
- Commercialization of public technology leads to ¡®real growth of technology leadership.¡¯

According to KIPO, 10 ministries jointly held a ¡®2025 pan-governmental technology transfer and commercialization roadshow¡¯, to promote the private transfer and commercialization of excellent public technologies. The 10 ministries included the Ministry of Science and ICT, the Ministry of Trade, Industry and Energy, the Ministry of Agriculture, Food and Rural Affairs, the Ministry of Health and Welfare, the Ministry of Land, Infrastructure, Transport and Tourism, the Ministry of Maritime Affairs and Fisheries, the Rural Development Administration, the KIPO and the Aerospace Administration.

This event was arranged as a meeting place between technology supply institutions and demand companies to successfully transfer and commercialize to the industries the excellent public technologies created through government research and development (R&D) investments. Each ministry and managing organization have discovered a total of 1,863 promising technologies for commercialization from 117 R&D institutes (including 64 universities, 51 public research institutes and 2 hospitals) among the public technologies created through the government R&D. They provided technology transfer consultations and conducted a presentation for the companies in need of those technologies.



In this roadshow, the Ministry of Agriculture, Food and Rural Affairs and the Aerospace Administration newly participated so that the roadshow was jointly hosted by 10 ministries, the largest number since 2013 when the roadshow started. The project managing body was consisted of 12 institutions, the largest number ever, and prepared this roadshow based on the fan-governmental cooperation system for the transfer and commercialization of excellent public technology.

In addition, unlike the last year, this event included the ceremony on the signing of a technology transfer agreement between companies in need of public technologies and research institutes (2 cases) and of a letter of intent of technology transfer therebetween (10 cases).

¡®A ceiling structure mounted with a sound absorbing material and a construction method to improve the acoustic environment in a building¡¯, which was developed by the University of Seoul, is the technology of stably securing the sound absorbing material to the ceiling, thereby increasing the convenience of construction. The University of Seoul signed an agreement to transfer the relevant technology to Yuchang Co., Ltd., a company specializing in interior building materials.

¡®A method and device for predicting annual vegetation changes by using predictive meteorological factors¡®, researched by the Korea Polar Research Institute to respond to climate changes, such as global warming, is the technology that can predict the intensity of plant activity and the phase of plant activity, based on the past vegetation data, etc. The Korea Polar Research Institute signed an agreement to transfer the relevant technology to Air Conditioning Co., Ltd., a company specializing in air conditioning.



In this event, a total of 4 product and technology exhibition booths were operated. Among the exhibited technologies, ¡®a space-time reasoning-based space traffic control system¡¯ developed by Hanyang University is an anti-collision technology that allows satellites to safely keep their orbits and it implemented the function of visualizing space environment, security and traffic map through the fusion of geometry and AI, which was researched by Prof. Deoksu KIM of Hanyang University. At present, it provides the service to United States Space Force (USSF).


2. The Ministry of Maritime Affairs and Fisheries (MMAF, Minister Jaesu JEON) and KIPO established a cooperation system to protect IP rights of K-seafood.

- Protect seafood export companies, K-seafood Demon Hunters!

KIPO and MMAF held a consultative meeting for K-seafood brand protection.

Since the distribution and sales of low-cost and low-quality counterfeit foods (such as seasoned seaweed, fish cakes, etc.) have been frequently carried out overseas (such as China and Southeast Asia) by taking advantage of the global popularity of the Korean wave for K-seafood (such as seaweed, etc.), the two organizations discussed countermeasures with the Korean Intellectual Property Protection Agency, the National Federation of Fisheries Cooperatives and the Korea Maritime and Fisheries Development Institute (KMI), to protect the brands of K-seafood export companies.

This meeting was held ► to share the cases of damage caused by overseas counterfeit food on K-seafood and Korea Wave (Hallyu) piggybacking activities and the results of fact-finding investigations, ► to discuss ¡â IP joint education for seafood companies, ¡â support for brand and trademark rights, ¡â support for joint response in the event of local disputes, etc., and ► to plan to sign a business agreement (MOU) to formalize this discussion in the future. Through MOU, KIPO and MMAF were expected to clarify their mutual roles and cooperation scope and to more systematically operate the company support and overseas response systems.

The fisheries policy officer of MMAF said, ¡°we will closely cooperate with KIPO to ensure that Korean seafood brands be safely protected in overseas markets¡¦This operation will be an important opportunity to further enhance the global competitiveness and reliability of K-seafood.¡±

The director of the Industrial Property Protection Cooperation Bureau of KIPO said, ¡°K-brand protection is directly connected to Korean seafood companies¡¯ overseas expansion and competitiveness strengthening, beyond just securing rights.¡± The director also added, ¡°KIPO and MMAF will further strengthen company-tailored support and local response, so that we will raise the status of Korean seafood products in the global market.¡±


3. An 8th meeting of commissioners of KIPO-ASEAN was held.

- South Korea and ASEAN adopted a joint statement of an IP cooperation.
- KIPO and ASEAN decided to strengthen cooperation in administrative efficiency using AI, IP protection and enforcement, etc.

KIPO held the 8th meeting of commissioners of KIPO and ASEAN and adopted the 2025 joint statement on Korean and ASEAN IP cooperation, together with 10 ASEAN member countries. In this meeting, the delegation of East Timor, a candidate country for ASEAN membership and promoting the opening of the Patent Office, also attended as an observer.

ASEAN (Association of Southeast Asian Nations) includes Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.

After for the first time signing the Memorandum of Cooperation in the IP field in Brunei in 2018, KIPO and ASEAN held a commissioners¡¯ meeting every year to establish a close cooperative relationship in the IP field.

In this meeting, to respond to the rapid development of cutting-edge technologies, such as AI, etc. and the need to protect and enforce Korean companies¡¯ IPs locally, they adopted the joint statement with the major content of strengthening cooperation in the 3 key fields as follows: ¡ß the advancement of AI-based IP administration, ¡ß strengthening IP protection and enforcement, ¡ß promoting IP financing and commercialization.

In addition, they exchanged opinions on a wide range of topics including ¡ß IP education expansion, such as development of IP programs tailored to the situation and environment of each ASEAN member country, and ¡ß agenda for strengthening cooperation in the patent and trademark fields to smoothly secure and protect IP rights of Korean companies entering ASEAN.

The commissioner of KIPO said, ¡°ASEAN, which has great growth potential as a representative region of the global south in terms of recently diversified export market, is becoming more important¡¦KIPO will strengthen the IP cooperation so that Korean companies which have entered the ASEAN region can smoothly secure and protect their IP rights, such as patents, trademarks, etc.¡±

4. 724.8 billion Korea Won is set aside for the 2026 KIPO budget.

- Intensive support is for providing high-quality examination, strengthening IP creation and utilization, and establishing IP protection infrastructure, etc.

According to KIPO, it has prepared 724.8 billion Korea Won in the 2026 budget.

The main project expenses invested in the creation, utilization and protection of IP were set at 418.9 billion Korea Won, an increase of 53.6 billion Korea Won from this year.

The fields to be intensively invested by KIPO for next year are in: ¡ß providing high-quality examination and trial services, ¡ß improving IP creation and utilization capabilities, ¡ß establishing IP protection infrastructures, ¡ß making patent bigdata-based R&D efficiency, etc.



AI is applied to examination and trial work to positively promote the improvement of efficiency, and prior art searches are expanded to provide faster and more accurate examination services. In addition, an ¡®overseas patent examination system analysis¡¯ project will be newly established to provide practical information, such as patent systems and examination tends in emerging countries, so that Korean export companies can easily assess IP rights overseas, and to solve the difficulties that Korean companies experience when filing applications overseas.



While the amount of IP finance exceeding 10 trillion Korea Won in 2024, IP valuation and collateral industrial property purchase business are to be expanded so that Korean companies with innovative technologies can raise business funds by using IP as collateral.

In addition, active support is for small and medium companies with global capabilities so as to be expert companies. Overseas IP strategies tailored to expert companies are to be established to prepare a stable export base and to support them to grow into unicorn companies.



Recently, since the number of cases where foreigners preempted Korean companies¡¯ trademarks, without permission, and the number of products piggybacking Korean wave products (Hallyu products), such as Hangang ramen, kimkimsoju, etc., causing misunderstanding and confusion with Korean products, have rapidly increased, the relevant project is to be newly established to fully respond. To prevent damages to the images of K-brands due to unverified and low-quality similar products, local fact-finding investigations and crackdowns are to be strengthened, and damage-customized response strategies, such as sending warning letters, civil lawsuits, and joint applications, will be established. To prevent damages, support will be provided in introducing an anti-counterfeiting technology into export products.

To block the distribution of counterfeit products which threaten the health and lives of the people, support will be provided in determining counterfeit products as to health-related products, such as cosmetics, etc. Whether products are counterfeits or not is quickly assessed based on AI, thereby blocking the distribution of counterfeit products and relieving consumer damages.



To achieve real growth, patent bigdata of 610 million cases around the world is to be strategically used to accelerate in taking the lead in future technologies, and the innovative growth of companies are to be actively supported. In the R&D and economic security fields, a platform to automatically analyze industrial property information is to be established to make it easier and more efficient to use patent bigdata. The platform to be newly established will automatically collect and analyze vast patent data to derive technology trends and key patent information, thereby supporting companies and research institutes to actively use them for R&D strategies.

In addition, a project, ¡®strategical support for IP-based technology commercialization¡¯, will be newly established to actively support in solving technical problems and developing products based on patent analysis, so that excellent patents in high-tech industries can be commercialized without being lost.

KIPO¡¯s ¡®2026 budget and fund management plan¡¯ is scheduled to be submitted to the National Assembly and deliberated by the Standing Committee and the Budget and Accounts Committee before being finalized in December through a resolution of the plenary session.


5. KIPO, Public Procurement Service, and dcamp held a ¡®startup open innovation¡¯.

- The growth of IP-based startups is accelerated with comprehensive support for 3 sets of patents, procurement and investment.
- The growth of startups is accelerated with technology, market and investment linkage support.

KIPO, the Public Procurement Service, and dcamp (which is the Korea¡¯s largest startup foundation as the banks foundation for young entrepreneurs) held a ¡®startup open innovation¡¯ in the dcamp office building, to strengthen the IP competitiveness of startups with technical advantages and to support the startups to enter the public procurement market.

The huge public procurement market, which exceeds 200 trillion Korea Won every year, is emerging as a new growth engine for companies. The public procurement market has been evaluated as an attractive opportunity not only to provide companies with a stable source of sales but also to increase companies¡¯ values through a reliable delivery performance. In this regard, through the collaboration with the Public Procurement Service and dcamp, KIPO prepared this event to provide the turning point of startups growth by selecting startups with excellent patents, etc. and supporting them to enter the public procurement market and to grow based on IP.

72 companies with excellent patents, which wanted to enter the public procurement market, applied for this event. After document examination and interview examination, finally 6 companies including TR Co., Ltd., etc. had an opportunity to present their Investor Relations (IR). On the day of the event, the award from the commissioner of KIPO and the award from the administrator of the Public Procurement Service were awarded to one company each. The 6 companies which participated in this event will be accelerated in their growth through ¡ã preferential selection for a 2026 KIPO support project, ¡ã preferential selection for a public procurement program and one-stop scaleup service, and technology (IP)-public procurement-investment, such as selection for dcamp and investment review, etc.

The director of the Industrial Property Protection Cooperation Bureau of KIPO said, ¡°we will continue to strengthen cooperation and support to help startups grow substantially and promote startups through the linkage support from institutions which are strong in patents, public procurement and investment.¡±
