1. Priority trials are promoted by linking up with a super-fast examination for export companies.

-Trials are rapidly processed to support the overseas expansion of K-advanced technology.

An application which has undergone a super-fast examination after it was filed will be able to rapidly get a trial even at the trial stage when disagreeing with the results of the examination.

Starting June 29, 2026, the Intellectual Property Trial and Appeal Board (IPTAB) of MOIP implements the amendment to the regulations on handling trial affairs, which adds an appeal trial against a rejection decision of the super-fast examination as an expedited trial, to promote Korean companies¡¯ expansion to overseas markets.

This amendment was prepared to help Korean companies in more quickly anticipating and preparing for the possibility of securing IP rights, which is a key gateway to overseas markets. Even in the case where the companies, which received fast results through the super-fast examination system introduced in October 2025, file appeal trials against examiners¡¯ rejection decisions, through expedited trials, the presence or absence of rights can be finally checked faster than other trial cases.

In the amendment, since an appellant is designated as a subject for an expedited trial under the authority of the chief judge, without submitting a separate application form or evidential document, companies do not need to prepare separate documents. Not only patents and utility models but also trademarks are eligible for expedited trials.

The president of IPTAB said, ¡°it is important for our companies to thoroughly prepare the weapon of IP rights before fully entering the global stage¡¦we will continue to make efforts to increase the convenience of the procedures by deleting unnecessary steps and minimizing hassles.¡±


2. MOIP held a ceremony to launch the special judicial police for technology and IP protection.

-The fundamental rights and human rights should be respected based on professionalism and responsibility.
-It expressed the will to become a dedicated investigative organization for technology and IP, which will be trusted by the public and companies.

On July 23, 2026, MOIP held a ceremony to launch the special judicial police for technology and IP protection (hereinafter, referred to as the ¡®launch ceremony¡¯) to commemorate the expansion and reorganization of the technology leakage and theft response system and to inform the inside and outside of the country of its strict will to respond to technology and IP crimes.

As the competition for technological supremacy among countries has intensified, the advanced technologies, such as semiconductors, secondary batteries, etc., have been coming strategic assets to be directly linked to a nation¡¯s competitiveness, beyond just companies. When these technologies are leaked overseas, it could pose a grave threat to the national and economic security due to their strategic importance but the number of leakage cases has increased every year.

To quickly and strictly respond to such technology leakage and theft, the special judicial police of MOIP newly established 3 divisions as the dedicated organization for technology leakage and theft investigation and added 30 technology police officers on June 30, 2026. Through this, it plans to contribute to securing the critical time frames to protect Korean advanced technologies and building a super-gap technology powerhouse.

In the launch ceremony, the key figures from the relevant agencies, such as the prosecution and police, etc., and Beomgye PARK, a member of the democratic party of Korea, attended to declare the new launch of the special judicial police and pledged to ►respond to technology leakage and theft and IP crimes, based on expertise and responsibility, ►comply with due process of law throughout investigations and protect the basic rights and human rights of the people, and ►secure the trust of the people and companies through clean and sincere investigations.


3. MOIP and SK Group held a tech concert.

-A presentation of the latest technologies in semiconductors, next-generation thermal management solution and next-generation batteries was held.
-A policy meeting to secure a global patent competitiveness was also held.

On July 23, 2026, MOIP and SK Group held an ¡°MOIP Tech Concert¡±.

In this event, the research staff from SK Hynix, SK Innovation and SK On each introduced the latest technologies in high-bandwidth memory (HBM), next-generation thermal management solution (liquid immersion cooling) and next-generation batteries. Patent examiners and the research staff discussed the latest technology trends and patent issues, enhanced the understanding of cutting-edge technologies and strengthened the expertise of examination.

The high-bandwidth memory (HBM), next-generation thermal management solution (liquid immersion cooling) and next-generation battery technologies which were covered in this event are part of the ¡°3 major mega projects for great leap forward of the Republic of Korea¡± promoted by the Korean government. MOIP¡¯s plan is to focus its policy capabilities on developing future technologies and securing global patent competitiveness to support them.

In the high-tech industry where technological innovation speed is fast, accurately understanding the technology at the research site is the starting point for accurate patent examination and strong patent creation. MOIP Tech Concert is expected to be a new public-private collaboration model where researchers and patent examiners directly communicate and connect technologies and patents.

Starting with this event, MOIP plans to continue to hold the MOIP Tech Concert focusing on the national strategic technology fields, such as future means of transportation, bio and food, and high-tech materials and to expand communications with the industry.


4. MOIP brings a new wind to the AI transformation (AX) in policy work.

-AI agents are directly created and used in the right places.
-3 types of AI agents needed for work are developed, changing the way to work.
-Intellectual property artificial intelligence transformation (IP-AX) is fully promoted by combining field knowledge and AI.

According to MOIP, it developed its own AI agents to innovate existing police work by using AI, and has used them.

An IP-AX promotion team, which was launched in last May, has built 3 types of AI agents, which are needed for efficient work, via conversational (vibe) coding, to be used in the right places, thereby gradually changing the way to work.

The IP-AX promotion team built a pilot project, without a separate budget, for ►a policy meeting knowledge Wiki (LLM Wiki) used internally by MOIP, ►an AI archive to automatically collect, classify and analyze AI-related report materials from overseas IP institutions, and ►an AI agent to support surveys on legislative notices and proposed bills, selection of responsible departments, and review of bills.

<(1) Policy meeting knowledge Wiki (LLM Wiki)>

¡°LLM Wiki¡± uses an internal large language model (LLM) to automatically regenerate and link accumulated policy meeting documents into wiki documents, so that users (those in charge of policy) can be provided with the optimal answers based on internal knowledge, by using only natural language questions. Through this, since it the implementation history of each policy can be systematically and easily identified and a new policy can be discovered with AI assistance, the way of policy work is expected to keep pace with the great transformation of AI.

<(2) AI archive for report materials from overseas IP institutions: IP-AX News Archive>

Previously, it needed to visit each of the official websites of overseas IP institutions and manually research specific topic-related report materials (for example AI policy in the IP field). Now, an everyday autonomous agentic AI conducts, in real time, searches for report materials distributed by IP institutions around the world, classifies them by topic and then provides a brief Korean summary and an original internet address. Further, the relevant departments can be provided with reports on international IP trends which are generated by AI based on the report materials accumulated in the AI Archive (internal website).

<(3) Support for surveys on legislative notices and proposed bills and review of bills: IP-AX Law Monitor>

MOIP has directly planed and implemented the multi-faceted innovation services by using an AI agent conducting real-time surveys on legislative notices by ministries related to IP or the current status of bills proposed by the National Assembly and supporting the selection of responsible departments thereof and the review of bills.

This AI transformation attempt is an experiment to verify the feasibility and limitation of AI utilization in actual policy fields and to find the optimal use scenario. This is because the officials in charge of polices need to properly know the scope of AI application to design public AI services that people can immediately experience. To this end, in the second half of this year, MOIP plans to create an AI transformation (AX) organizational culture that solves practical problems by holding an AI presentations and joint training programs and supporting internal AI research meetings, etc.


5. Intellectual Property Trial and Appeal Board (IPTAB) published a trial guideline focusing on frequently cited precedents.

On July 19, 2026, IPTAB of MOIP announced that it published a ¡®trial guideline focusing on frequently cited precedents¡¯ which systematically organizes major issues and precedents in patent and trademark trial practice, to enhance the IP examiners¡¯ and judges¡¯ expertise and the trial clients¡¯ understanding of trials.

This guideline is published by dividing into ¡®patents and utility models¡¯ and ¡®trademarks.¡¯ Moving away from the previous way of simply listing precedents, it is published focusing on the standards and issues according to the examination order when judges review cases. It also comprehensively covers the regulations and precedents regarding the legality of appeals, determination of issues, and reviews of evidence, etc. Important issues are provided compared to the previous precedents, to thoroughly review the flow of precedents.

Through the utilization of this guide, IPTAB plans to improve examiners¡¯ and judges¡¯ legal understanding throughout the IP trial system and to enhance the completeness of the guideline every year by continuing to reflect the future legal amendments, major changes in precedents, and improvements in trial practice, etc.

Notably, when using this trial guide, not only experts engaged in trial work but also the general public interested in trials can well understand the judgement standards of trials in the IP field and the trial practice. So, it seems that they can more objectively predict win or loss in legal disputes.

The president of IPTAB said, ¡°the judgement in IP trial is the benchmark that determines the IP market¡¯s stability and predictability ¡¦ We expect that this guideline will be helpful to improve the expertise of a judge and to strengthen the foundation for resolving IP disputes which the public and companies can trust.¡±


6. MOIP held a 2026 academic conference for the dissemination of standard patent strategies (July 16, 2026).

- A policy meeting was held to award outstanding achievements and share creation and utilization strategies, etc.

According to MOIP, the 2026 academic conference for the dissemination of standard patent strategies was held on July 16, 2026.

This event was prepared to listen to the voices from the standard patent field and to strengthen the capabilities of industry, academia and research institutes in creating and securing standard patents. Starting with a policy meeting to look for ways to monetize based on standard patents, it proceeded with the awards ceremony for outstanding institutions in the project of supporting standard patent creation, the presentations of key strategies by experts, and the sharing of successful cases. About 250 people related to the industry, academia and research institutes attended the event.

In Part 1, ¡®policy meeting¡¯, under the subject, ¡®international monetization strategies based on standard patents¡¯, MOIP and the experts from industry, academia and research institutes discussed on how to utilize standard patents. Following this, the main event was held with an address of welcome by MOIP Minister Yong-sun KIM and the awards ceremony for participating institutes (MOIP Minister Award) and partner organizations (Korea Intellectual Property Strategy Agency President Award) that achieved outstanding results in the MOIP¡¯s standard patent creation support project.

In Part 2, ¡®standard patent strategies and cases¡¯, the experts¡¯ in-depth presentations were provided. Starting with a keynote speech under the theme ¡®moving beyond performance competition into the realm of trust and accountability: Role of standards in the AI era (by Jaehyung PARK, head of AI Lab, KT), Part 2 introduced the technology trends and field-focused performance cases through: ►¡¯small and medium companies¡¯ policies and standardization trends in the robotics field¡¯ (by Sooyoung CHOI, PM, Korea Technology and Information Promotion Agency for SMEs), ►¡®¡®game changer in establishing standard-essential patent (SEP) strategies: AI Patent-specific large language model-based AI agent¡¯ (Jeongho YOON, CEO of Wert Intelligence Co., Ltd), ►¡®video codec standard essential patent monetization and utilization strategies¡¯ (Seokyeong HONG, head of technology transfer center, Sejong University), and ►¡®international standardization and utilization strategies for real-time interactive digital human technology¡¯ (Jisoo KANG, CTO, Klleon), etc.

MOIP Minister Yongsun KIM emphasized, ¡°the core strategic asset to secure future growth of the Republic of Korea and to preempt the global market in the fierce global race for technological dominance is just the strategies for securing standard-essential patents by advanced industry sector.¡±. He also said, ¡°I hope this conference will serve as an important opportunity for the Republic of Korea to leap to a ¡°rule maker¡± that leads the global industrial ecosystem, beyond being a technology-following country.¡±
