1. KIPO & WIPO vitalize the cooperation in the intellectual property (IP) mediation and arbitration
The Korea Intellectual Property Office (KIPO) and the World Intellectual Property Organization (WIPO) will to continuously carry forward the vitalization of the mediation and arbitration system by holding a joint seminar, etc.
As the IP dispute cases have gradually increased, the mediation and arbitration system, which is faster and less expensive than a lawsuit and which proceeds in private, has received attention.
For the revitalization of the mediation and arbitration system, KIPO and WIPO jointly held a seminar of the mediation and arbitration system on May 3, 2018. This seminar provided the introduction of the IP dispute conciliation committee operated by KIPO, and the WIPO arbitration and mediation center, the explanation of the updated dispute trends and mediation and arbitration procedures in the IP field, and the introduction of the cases making mediation agreements, etc.
In the seminar, KIPO signed the MOU with WIPO to expand the cooperation in the IP mediation and arbitration field, including the information exchange and cooperation in the education and training field. Accordingly, KIPO expects that the international cooperation related to mediation and arbitration will expand.
2. KIPO held a combined MOU signing ceremony with three Vietnamese IP governmental organizations
KIPO held the combined MOU signing ceremony with the national office of intellectual property (NOIP), market management administration office and smuggling prevention office of Vietnam on May 29, 2018.
KIPO signed the MOU to strengthen the IP protection and enforcement with the market management administration office and smuggling prevention office in charge of IP enforcement services including the control of counterfeit products in Vietnam. The MOU includes that the IP control agencies of Vietnam and KIPO together launch an ¡®IP protection council¡¯ to be regularly operated and set up a hot line enabling the exchange of IP control information, such as counterfeit product information, on a permanent basis.
The MOU signed between KIPO and NOIP of Vietnam includes the operation of the patent prosecution highway (PPH) between these two and the cooperation of patent administration information. Once the PPH system is operated, a way is opened to rapidly register a Korean company¡¯s patent in Vietnam by using KIPO¡¯s examination results. The two agreed to operate the PPH system from June 1, 2019 through the preparation process.
3. KIPO agreed to a free technology transfer of the neural machine translation (NMT) of WIPO
KIPO agreed to cooperate regarding the NMT technology transfer in an information cooperative conference with WIPO, which was held in Geneva, Switzerland on May 22 and 23, 2018.
While providing translation services regarding ten (10) international publication languages (PCT languages) by introducing the NMT from September 2016, WIPO applied the AI technology to the machine translation from the second half of 2016, to improve the translation quality. Accordingly, KIPO reviewed the introduction of NMT and, as a part, decided to introduce NMT of WIPO specified in patent translation.
Taking this opportunity of cooperating with WIPO, KIPO expects to improve the machine translation quality by operating KIPO¡¯s own translation system by taking the technology and know-how of the NMT system and by exchanging the results of the machine translation quality evaluation and the learning data (Corpus) with WIPO.
NMT introduced from WIPO will be first provided through OPD and K-PION which are examination information search systems enabling foreign users to search Korean examination information. OPD and K-PION are the patent examination information sharing systems. OPD is used in the advanced countries in the IP field, i.e., IP5 (the US, Europe, China, Japan and the Republic of Korea), and K-PION is used in the other countries.
4. The number of patent applications for the next generation vehicle light source lamp has increased
According to KIPO, the proportion of the next generation light source lamp-related applications, of the total of the vehicle light source lamp-related patent applications which were filed for the last ten (10) years (2008~2017), increased from 76% in 2008 to 91% in 2017.
Since the next generation light source lamps (LED lamps, laser lamps, OLED lamps) are small in size compared to the conventional halogen lamps and high-density discharge lamps (HID lamps) and can easily control light, they can be designed as eco-friendly and human-friendly vehicle lamps.
The proportion of the next generation light source lamp-related applications which were filed the same period is as follows: 81% (1,242 applications) for LED lamps, 11% (166 applications) for laser lamps and 8% (126 applications) for OLED lamps.
An LED lamp can be attached to almost every side/surface of a vehicle since the volume of a light source part as occupied is small. This means that the physical restriction in designing a vehicle lamp almost disappears.
A laser lamp can be designed as a very thin linear head lamp since its light source is smaller than an LED lamp. A laser lamp does not directly shine a laser beam to the road and has a structure to shine on the road after altering to the light which is proper for night driving, without harming the eyes of other drivers or pedestrians.
An OLED lamp is an only light source lamp with the whole flat side emits light. It can brightly emit light in a place where an occupied area is large and it can emit light even if it is curved or bent. Further, since it is possible to express various graphics, it is just the thing for a taillight lamp which has the shapes and array structures (such as a brake light, turn signal and backup light) as major design elements.
