1.The Commissioners¡¯ meeting of KIPO, CNIPA and JPO is held in Kobe, Japan
Northeast Asia including the Republic of Korea, China and Japan is a huge market boasting a 16 billion population, which corresponds to about 21% of the total of 77 billion global population, and occupying about 24% based on the GDP. In the intellectual property (IP) field, the Korean Intellectual Property Office (KIPO), China National Intellectual Property Administration (CNIPA) and Japanese Patent Office (JPO) as the members of the IP G5 group lead the global IP field by occupying 62% of the total number of the world patent applications based on 2018.
The ultimate purposes of this meeting is to ¡®support the overseas expansion of Korean companies through IP¡¯, likewise the Commissioners¡¯ meeting of KIPO and ASEAN Intellectual Property Portal.
Recently, as the K-pop, K-beauty, etc. have drawn global popularity and therefore the imitation products, foreign distributors taking advantage of Hallyu (Korean wave) have arisen, the demand that Korean companies request for protection of their trademarks abroad has increased.
In this meeting, the subject of cooperation among the three nations, which was previously focused on patents, has expanded for the first time to the ¡®trademark¡¯ field in which the demand of Korean companies is high. The Commissioners of the three discussed a plan to protect trademarks in the whole Asian market as well as Korea, China and Japan and agreed to cooperate together to this end.
2.With utilization of patent bigdata, KIPO leads the technological independence of Korean companies expanding to Japan
-KIPO held a meeting with Korean companies expanding to Japan in Tokyo.
In Tokyo, Japan, KIPO held a meeting with Korean companies which advanced locally, to present a plan for strengthening ¡®IP-based technological independence and industrial competitiveness¡¯, which is a government innovation strategy of IP at the national level, and to discuss a plan of support by letting local companies state their opinion and listening to their difficulties.
This meeting was attended by Korean companies residing in Japan, including LG Electronics, DI Japan, etc., the Korean patent attorneys practicing in Japan, and those (including Mr. Won-Joo PARK, the Commissioner of KIPO) of KIPO, Korea Trade Investment Promotion Agency (KOTRA) and Korea International Trade Association (KITA).
In the meeting, Mr. Park, the Commission of KIPO, mentioned that, under the situation that the advanced nations including US, China and Europe have promoted protectionism and Japan has strengthened the export restrictions to the Republic of Korea, Korean companies need to be technologically independent with respect to materials, components and equipment, to break such a situation and to lead future industry and market.
In this regard, KIPO decided to support the establishment of optimum research and development strategies, such as to check patent preoccupancy areas and blank areas and to preoccupy original and core patents and to combine patent technology in other fields, etc.
3.The number of examinations of international patent applications increased by 30 times within 20 years -KIPO analyzed the trends of expanded services for 20 years after starting an international search service It has been 20 years since KIPO started the international search service of an international patent application according to Patent Cooperation Treaty (PCT).
According to KIPO, KIPO started the international search service on December 1, 1999 and the annual number of international searches increased from about 800 in 2000 to about 23,000 as of the end of October, 2019, growing about 30 times within 20 years and corresponding to the examination size which is in the 4th place in the world.
The reason for the increase in the number of examination cases is considered as resulting from the points that the results of quality international searches with excellent examination manpower were provided in time and that the inventors including Korean small and medium companies, etc. could file international patent applications easily and inexpensively since the international patent applications were filed in the Korean language from January 2009.
The nations entrusting KIPO with international searches increased from 2 nations (Philippines and Vietnam) in 2002 to nineteen nations (including US, Australia, etc.) as of 2019.
In view of companies, not only Korean companies, Samsung Electronics and LG Electronics, but also the foreign leading companies, Intel, GE, Microsoft, Apple, etc. have requested international searches.
The KIPO¡¯s international search service which was approved by the foreign IP Office and global companies recently exported the examination service to United Arab Emirates and Saudi Arabia, such that Korean examiners directly examine the patent applications of these two countries.
4.The current status of floating hologram-related patent applications
The floating hologram technology has received attention, the number of the relevant patent applications has also increased. According to KIPO, although the number of the floating hologram-related patent applications filed for the last ten years (2009~2018) was 75 including only 3 until 2012, the relevant applications started being positively filed since 2013, showing an annual average increase of 24%.
The personages by applicants are 30.7% by small and medium companies, 24.0% by individuals, 24.0% by big companies, 18.7% by universities and institutes and 2.6% by the others, showing that the filing of the applications by small and medium companies and individuals stands out.
The reasons for the filing of the applications by small and medium companies and individuals are that, since the floating hologram field was commercialized, the entry difficulty was low, and since the relevant technology entered the stages of seeking for utilization in various fields like performance, exhibition, game, advertisements, etc., the filing of the applications based on the original utilization ideas of small and medium companies and individuals was active.
The applications for inventions based on the utilization ideas in various fields include: for example, a hologram display device to make a small stage by using a smart phone as a video source, a game device taking a picture of a user and displaying the corresponding virtual avatar in a floating hologram, a portable hologram displaying device functioning a smart phone holder function, and a hologram displaying device for museum exhibition, etc. Through these applications, it is expected to create a diversity of markets using the floating hologram.
