1. IP data of about 1,780,000 cases are opened ... anyone can easily use it.

MOIP announced to open IP data of 1,780,000 cases containing the process of changing design rights and the information of papers cited in patents from March 30, 2026. This opening of data is characterized by being improved such that not only experts but also the general public are able to more easily understand and use the intellectual property information.

Previously, it was possible to check only result-focusing information, such as whether a design was registered, etc. However, the data opened at this time have been improved such that it is possible to check how a design has changed according to the flow of time through examination, registration, maintenance and extinction after a design application was filed. Specifically, it has been possible to compare and analyze overseas data as well as domestic data in the same manner by applying the international standard (ST.87) of the World Intellectual Property Organization (WIPO).

Accordingly, Korean companies and researchers are able to handle domestic and overseas design information in the same manner, and an integrated analysis between countries, an understanding of market trends, or a precise analysis using AI are expected to be far easier and more accurate.

In addition, data connected to the information of papers which are cited in applications and/or examination processes are newly provided. Previously, even if paper information was included in patent documents, there was the inconvenience of users having to directly search for the papers themselves.

Since this opening of data makes it possible to check the titles, authors, publication years, academic journals of papers related to patents and to easily understand the backgrounds and flows of technology, the range of using the data is expected to expand to a key researcher analysis in a specific technology field, a promising research field discovery, an establishment of research and development strategies, etc.

The data to be opened are provided through the intellectual property information utilization service (KIPRISPlus) and can be available in the type of a bulk file or a real-time application program interface (API). KIPRISPlus, which is a platform for open information that provides 120 types of intellectual property data from the Republic of Korea and 17 foreign countries, provides intellectual property data in the type of a bulk file or a real-time data fetching (Open API).


2. A meeting with major companies claiming trademark trials was held (March 27, 2026).

The Intellectual Property Trial and Appeal Board (IPTAB) of MOIP had a meeting with major companies using a number of trademark trials in Korea Intellectual Property Service Center (located in Gangnam-gu, Seoul), to discuss current issues regarding trademark trials and improvement plans of a trademark trial system. The major companies include LG Electronics, LG Household & Health Care, CJ Cheil Jedang, TIRTIR, LG Display, Korea Ginseng Corp., IICOMBINED, among others.

A trademark trial is a procedure in which IPTAB determines and resolves disputes relating to whether a trademark is registered, whether a trademark is valid, etc. About 4,000 trademark trials have been requested every year.

This meeting was arranged for IPTAB¡¯s president, chief judges and people in charge of trial policies to meet directly with companies to hear about the difficulties throughout the trademark trial procedures. The attendees shared opinions on how to process trials to prevent any disruptions in launching products or conducting marketing activities and how to improve consumer-friendly directions in trial procedural processes, etc.

Since trademark rights are key assets to support companies¡¯ trademark values and market competitiveness, IPTAB¡¯s top priority is to promptly resolve the uncertainty regarding legal rights by speeding up the trial administration. Notably, in addition to speeding up the processing of trademark trials, this meeting was to check the overall trial procedures of ensuring consistency in proceedings with the Patent Court, verifying whether evidence is admissible through ex officio investigation of evidence, expanding opportunities for parties to submit their opinions, and improving the efficiency of issue identification through the use of trial-related documents, etc. IPTAB plans to find and carry forward the improvement tasks that companies present.

The president of IPTAB of MOIP said, ¡°as trademarks are directly linked to companies¡¯ competitiveness, it is important to enhance the speed and reliability of the trial procedures¡¦ We will make efforts to actively reflect the voices of the business community, leading to concrete improvements in the trial system.¡±


3. MOIP has launched a website of ¡®artificial intelligence (AI)•data, and intellectual property (IP)¡¯.

- Intellectual property (IP) information in the fields of AI and data is gathered in one place.

According to MOIP, the website of ¡®AI•data and IP¡¯ has been newly launched as an integrated information site providing domestic and overseas IP research information in the AI and data fields at a glance.

This is to quickly provide AI-related international IP issues, which have increased due to the development of AI technology, and domestic and overseas research trends and to promptly reflect them in IP policies.

The website of ¡®AI•data and IP¡¯ has been built in the website of Korea Institute of Intellectual Property (KIIP) (www.kiip.re.kr) which professionally conducts research in the IP field. As the relevant banner is installed on the first screen of the KIIP website, anyone interested can easily use the website of ¡®AI•data and IP¡¯. This website will be regularly updated by investigating not only KIIP¡¯s own research materials but also domestic and overseas research information.

The website of ¡®AI•data and IP¡¯ is divided into four main items: ► AI technology and patent trends, ► AI and IP policies and systems, ► data and IP, and ► AI-generated products and IP. The AI technology and patent trends provide materials related to new AI technology and patent information. In the AI and IP policies and systems, it is possible to check IP policies and system trends according to the development of AI. The data and IP provides information on data protection and dispute trends which are important in the AI era, such as AI learning data, etc. In the AI-generated products and IP¡¯, the information on ownership and liability-related research of inventions and creations using AI can be identified.

The director of the Intellectual Property Policy Bureau of MOIP said, ¡°through the website of ¡®AI•data and IP¡¯, we expect to promptly share AI-related international IP issues and research trends and to contribute to the establishment of IP policies and the improvement of IP systems for the leap toward becoming one of the top 3 AI nations.¡±


4. MOIP held a launching ceremony of the committee for improving the unfair competition prevention act system and 1st meeting (April 21, 2026).

- IP protection is reshaped to meet with the era of AI.

MOIP launched the ¡®committee for improving the unfair competition prevention act system¡¯ and held the 1st meeting to discuss plans to improve the law and system in order to respond to rapidly changing technology and industry environments, to establish a fair competition order, and to protect an innovation performance.

In the launching ceremony, about 20 people including the vice minister of MOIP and the members of the committee, etc. attended to introduce the current status of recent system improvements and issues related to the unfair competition prevention act and to review the laws and regulations of major countries related to the unfair competition prevention and trade secret protection act in the 1st meeting.

The unfair competition prevention and trade secret protection act which was enacted in 1962 has undergone dozens of revisions and has performed the roles of protecting Korean companies¡¯ technologies and IPs and maintaining sound trading order. However, the rapid pace of digital transformation and AI adoption has given rise to the numerous disputes that are challenging to resolve under the current legal systems. Specifically, it has been steadily pointed out that the current unfair competition prevention act alone has limitations in responding to the new forms of IP infringement, such as unauthorized generation and use of a celebrity likeness and voice via AI (Digital Persona), unauthorized distillation problem of AI models, unauthorized extraction of learning materials, increasingly sophisticated methods of idea theft, etc.

In addition, the current unfair competition prevention act mixes ¡®regulations of unfair competition acts¡¯ and ¡®trade secret protection¡¯, which are different from each other in respects of the purposes and characteristics, in one law. Therefore, there are numerous calls for a review to enhance public understanding of the law and to improve predictability.

The committee for improving the unfair competition prevention act system will carefully diagnose the blind spots of the current system and draw a blueprint for a new IP protection system to meet the demands of the times.

The major areas of discussion are : ► review of structural adequacy of the current unfair competition prevention act system, ► review of areas needing protection newly raised in the digital•platform•AI environments, and ► review of ways to enhance the predictability and the effectiveness of execution at industry sites, etc.

MOIP will prepare effective system improvement plans by collecting a wide range of opinions from the relevant ministries and industries, based on the discussions of the committee for improving the system.


5. MOIP has officially launched an ¡®IP-TLO alliance.

- 56 universities and public institutions across the country gathered at a technology licensing organization (TLO).
- Establishing a model that leads international monetization of K-intellectual property is in full swing.

Universities and public research institutions gathered together to establish a leading model to operate as a core driving force for new national growth by creating the results of the national R&D program worth 35.5 trillion Korea Won per year as high-quality excellent patents and connecting them to international commercialization.

MOIP held the launch ceremony of the ¡®IP-TLO alliance¡¯ which is a new innovation platform for public IP commercialization. In the ceremony, about 130 people attended including Minister Yong Sun KIM of MOIP, representatives (industrial group head) of TLO of each organization and practical experts, etc.

The competition for technology supremacy among countries in the future strategic technology fields, such as AI, quantum, etc., is now becoming visible as the competition for patent preemption in the market. As the national R&D achievements are monetized as market-leading and high-value core patents, the IP commercialization capability to convert them to substantial economic value is becoming a new key indicator which determines the future national competitiveness.

MOIP planned this alliance to establish a field-oriented IP commercialization innovation platform to cover the entire cycle including excellent patent creation, technology transfer and global market entry, by uniting the individual TLO capabilities of universities and public research institutions. Through this alliance, MOIP will strengthen the strategic cooperation among the TLOs of universities and public research institution, share know-hows on successful technology transfers, bridge the capability gaps among organizations through joint learning and research on leading cases, and focus on discover field-demand-driven innovative IP policies and new businesses.

This alliance, which is a large-scale public IP cooperation platform with the participation of the TLOs of 56 major universities and public research institutions across the country, forms the three ¡®working-level subcommittees¡¯ to discover and research innovative field-focusing policy needs and operates them. The working-level subcommittees are ► policy and administration, ► commercialization and ecosystem, and ► international IP. Commercialization experts (PM: project manager) of Korea Intellectual Property Strategy Agency (KISTA) will serve as the coordinator for each subcommittee and provide dedicated support for all activities, such as specifying the results of major discussions and turning them into agenda items. A total of 56 participating organizations are Seoul National University, Yonsei University, Korea University, Hanyang University, Sungkyunkwan University, Sogang University, Chung-Ang University, Kyung Hee University, University of Seoul, Ewha Women¡¯s University, Pohang University of Science and Technology, Korea Advanced Institute of Science and Technology (KAIST), Ulsan National Institute of Science and Technology (UNIST), Kangwon National University, Chungbuk National University, Chungnam National University, Jeonbuk National University, Kyungpook National University, Pusan National University, Changwon National University, etc.

Fully developed policy agendas are to be reported through an ¡®alliance steering committee¡¯, which is scheduled to be formed and operated between the heads of industry-academia cooperation foundations and MOIP, and to be supported to be reflected as future government policies through further discussions.

Priority participation opportunity will be given regarding the projects or policies which will be newly adopted based on proposals from the alliance participant organizations, and some support benefits will be also provide regarding the patent diagnosis project and IP management consultation project of MOIP. In addition, when participating in a technical briefing session, such as a technology transfer briefing, etc., preferential submission and presentation opportunities will be also provided. MOIP plans to gradually expand the alliance so that, in addition to the 56 participant organizations, interested organizations and companies specializing in commercialization can participate.

In the meeting prior to this launch ceremony, under the theme of ¡®best practices and strategies for public IP monetization¡¯, the discussions took place regarding the innovative measures for IP commercialization between major heads of industry-academia cooperation foundations and MOIP. In the main, a diverse range of activities were featured, including the case study presentation by an excellent technology transfer organization (KAIST), the awards ceremony for outstanding organization in IP commercialization, and the IP-TLO future vision proclamation ceremony.
